Обновлены версии JS зависимостей

Что сделано

• Обновлена версия ts-proto до последней минорной версии 1.181.2. Не удалось обновиться до последней мажорной версии 2.2.4 из-за бага https://github.com/stephenh/ts-proto/issues/1126
• Обновлена версия protobufjs@7.4.0 и typescript@5.6.3
• Установка ts-proto, protobufjs и typescript сделана через npm install. Это исключает конфликт версий и позволяет ставить нужные версии пакетов одной командой.
• Упращена логика очистки в generate.sh
